Water limits production worldwide and shapes every layout decision. Stewarding a full hydrological cycle (slow it, spread it, sink it) is central to permaculture. Earthworks, perennial vegetation, soil biology, wetlands, storage, and appropriate technology work together. Catchments channel rain through streams, groundwater, and human infrastructure to the sea. Replacing vegetation with impervious surfaces causes flood peaks in wet months and dry streams in drought. Storage sized for an average year fails in exactly the year it is needed most. The design that survives is built for the worst two dry weeks in ten, not for an ordinary February.
